Membership on the Council shall be open to the State Director of Public Community Colleges who is so designated by the State Board which has the authority to plan, coordinate, and administer public community college programs as defined by the American Association of Community Colleges. In states where such responsibility is fixed by state statute in more than one body, each of those members is entitled to full member representation. Members shall be entitled to vote in the affairs of the Council. Another individual may substitute for the State Director and vote for the State Director at meetings of the Council if the State Director designates the person in a proxy letter to the Council chair prior to the meeting. Members shall receive announcements of all meetings, minutes of all meetings, and dues statements.

Associate membership on the Council shall be open to any individual or organization whose objectives support the work of the Council. Associate members shall have all the rights of membership except that of holding office and voting. Associate member dues shall be set annually and be no less than one fourth of full member dues.

Honorary memberships may be granted upon majority vote of the membership to persons who have made significant contributions to the Council. Honorary members do not vote or pay dues.

Non-members may be placed on the mailing list for the annual (summer) meeting announcements by application to the Secretary-Treasurer and with the approval of the Executive Committee.
